India’s digital ecosystem is evolving and expanding for 36 million overseas Indians. After such remarkable developments as Digital OCI Card and e-Arrival Card for Indian-origin foreign citizens, the Government of India is working to make Aadhaar international for the diaspora. The Unique Identification Authority of India (UIDAI) aims to connect the growing diaspora population to India’s digital ecosystem.

Aadhaar to go global for NRIs and OCIs

At the Global Fintech Fest 2026, UIDAI CEO Saurabh Vijay revealed that the authority is working on the legal framework for international Aadhaar. It is also developing policies to make Aadhaar available to OCI cardholders without the compulsory 182-day stay requirement in India, aiming to help them stay better connected to India’s digital and financial ecosystem for greater investments in the country.

Current Aadhaar rules for NRIs and OCI cardholders

Before wondering what changes global Aadhaar could make, it is important to understand the Aadhaar rules that apply today. An NRI with a valid Indian passport can apply for Aadhaar, and the 182-day residency condition does not apply to them. However, the enrolment process still requires an in-person visit to an Aadhaar Enrolment Centre in India.

For OCI cardholders, the rules are different. An OCI cardholder can currently enroll for Aadhaar as a resident foreign national after residing in India for at least 182 days in the 12 months immediately before applying. The applicant needs the required OCI and foreign passport documents along with applicable address proof.

Current limitations of Aadhaar for overseas Indians

Having an Aadhaar number does not currently mean that NRIs and OCI Cardholders can use Aadhaar Card from abroad in the same way a resident Indian can do in India. Aadhaar is primarily designed around India’s domestic digital identity and authentication ecosystem, so its use becomes more limited when you access Indian services while you are living or traveling outside the country.

• To apply for Aadhaar, overseas Indians currently need to travel to India and visit an Aadhaar Kendra for physical enrolment and biometric submission.
• UIDAI currently does not support international or non-Indian mobile numbers for Aadhaar. Overseas applicants must have an Indian phone number.
• OCI cardholders currently need to provide an Indian address proof when enrolling for Aadhaar.
• You cannot expect Aadhaar-based authentication to work abroad the same way it does within India for all participating services.
• Aadhaar does not currently work as a universal digital KYC mechanism for overseas Indians’ access to Indian banking or other financial services. Individual banks and institutions continue to follow their own verification requirements.
• Aadhaar does not currently provide a single cross-border identity layer for accessing Indian tax, investment, and other services from overseas. The applicable PAN, KYC, tax and regulatory requirements continue to apply separately.

Potential benefits of global Aadhaar for overseas Indians

If Aadhaar becomes internationally interoperable, it could make Aadhaar-based identity verification much easier for both NRIs and OCI cardholders in the US, Canada, the UK, or Australia.

• Hassle-free identity verification: NRIs and OCIs could potentially verify their identity digitally when dealing with Indian institutions, reducing the need to repeatedly provide multiple documents.
• Easier banking and KYC from overseas: A globally accessible Aadhaar system could make remote KYC and identity verification more convenient for NRIs managing Indian bank accounts and other financial services from abroad.
• Easier investment in India for OCIs: OCI cardholders living overseas could potentially have a simpler digital identity process when investing in Indian financial products or dealing with participating investment institutions.
• Seamless property-related transactions: Once Aadhaar goes global, it could potentially simplify identity verification for NRIs and OCIs handling property purchases, sales or other property-related transactions in India from abroad.
• Less dependence on physical presence in India: Aadhaar-based digital authentication could reduce the need to travel to India solely for certain identity verification or documentation-related processes, wherever remote services are permitted.
• Better access to India’s digital services: Overall, global Aadhaar could make India’s growing digital ecosystem more accessible to Indian expats even when they are abroad.

Can we submit biometrics for Aadhaar enrolment at an Indian Embassy or Consulate in the future?

Maybe, you can. It is too early to confirm this. Whether the upcoming global Aadhaar system would enable you to give your biometrics at the nearest Indian Embassy or Consulate without requiring you to visit India, depends on the polity that UIDAI is currently working on. The process to apply for Aadhaar is somewhat different for OCI minors under and above 5 years. Can minor OCI cardholders get Aadhaar Card in India?

Yes. OCI cardholders can enroll for Aadhaar as resident foreign nationals, irrespective of age. However, the applicant must have resided in India for 182 days or more in the 12 months immediately preceding the Aadhaar enrolment application. This means simply having an OCI card does not make an Indian-origin foreign minor eligible for Aadhaar in India. They must meet India’s residence requirement among the current Aadhaar rules.

What documents OCI children require for Aadhaar

Below is the list of documents required for Aadhaar enrolment of an OCI child below 18:

• Valid foreign passport and valid OCI card as Proof of Identity
• An acceptable document showing the child’s Indian address as Proof of Address
• Birth certificate or other applicable Date of Birth proof/Relationship document
• Form 8 for a resident foreign national below 18 years of age

An OCI kid born on or after 1 October 2023 must have a birth certificate as mandatory Proof of Date of Birth / Relationship, as per UIDAI’s current Aadhaar guidelines for overseas citizens of India.

How to apply for Aadhaar Card for an OCI kid in India in 2026

You need to complete the initial Aadhaar enrolment at a UIDAI Aadhaar Seva Kendra. Resident foreign nationals cannot rely entirely on an online application for the child’s enrolment. The process includes submitting demographic details, supporting documents, and biometrics as applicable.

Here is the process:

• Confirm that your child meets the 182-day India residence rule.
• Complete Form 8 and keep the required documents ready.
• Visit an Aadhaar Seva Kendra with your child.
• Submit the passport, OCI card, address proof and other required documents.
• Provide the child’s demographic information and biometrics as applicable.
• Check the details carefully before submitting the enrolment.
• Keep the acknowledgement slip and enrolment details for tracking.

UIDAI lists the child’s name, date of birth, gender, Indian address and email among the mandatory demographic details for resident foreign nationals. Photographs, fingerprints, and iris scans are collected as biometric information, subject to the child’s age and the applicable rules.

Aadhaar 2026 rules for OCI children under 5 and over 5

The Aadhaar Card enrolment process for an OCI child depends on the child’s age. Under the 2026 Aadhaar rules for OCIs, Head of Family (HoF)-based enrolment is generally mandatory for children below 5, but foreign nationals are specifically exempt from this requirement. Since an OCI child is treated as a resident foreign national for Aadhaar, this exception applies.

For children aged 5 to below 18, HoF-based enrolment is encouraged where applicable. A parent or legal guardian can act as the HoF. If HoF or Proof of Relationship documents are not available, the child can enroll through the applicable document-based process. Regardless of the age at enrolment, a child must undergo mandatory biometric updates at ages 5 and 15.

What if an OCI child’s Aadhaar application is rejected?

An Aadhaar application may face rejection for several reasons, including issues with documents, personal details, biometrics, or verification. For OCI children, photo or ID document mismatch is one of the most common reasons.

If your child’s Aadhaar application is rejected:

• Check the reason for rejection in the enrolment status or notification.
• Correct the error or fix the issue before applying again.
• If the issue involves a photo mismatch, check the child’s photograph and personal details across the passport and OCI records.
• If the OCI record requires an update under the applicable rules, use the official OCI Miscellaneous Services.
• After an approved update, you can download the updated digital e-OCI Card and carry it along with the child’s passport, Date of Birth proof, Form 8, and other required documents when re-enrolling for Aadhaar.

How long is Aadhaar valid for OCI minors?

An Aadhaar Card issued to OCI Cardholders is valid for 10 years from the date of enrolment. It does not come with lifetime validity.

OCI child vs NRI child: What is the difference

Do not confuse an OCI child with an NRI child. An OCI child is treated as a foreign national and must meet the 182-day requirement. An NRI is an Indian citizen and holds a valid Indian passport. NRIs can apply for Aadhaar without meeting the 182-day residence condition.

What is the 182-day rule for OCI kids’ Aadhaar application? 

India’s 182-day residence rule is one of the critical Aadhaar requirements for OCI children, similar to adult OCI cardholders. Make sure your child has stayed for at least 182 days in India during the previous 12 months preceding the application.

The new Aadhaar rules 2026 simplify what documents are now accepted for various updates, from valid passport and voter ID to bank statements, utility bills, marriage/divorce certificates, insurance policies, and education marksheets. It aims to improve accessibility for both NRIs and resident Indians.

New document list for Aadhar enrolment and updates in 2026 

The Aadhaar First Amendment Regulations, 2026 has expanded the list of documents for Proof of Identity (PoI), Proof of Address (PoA), Proof of Date of Birth (PDB), and Proof of Relationship (PoR). 

• e-Voter ID
• e-Ration card
• Pension payment orders
• Marriage certificates
• Divorce certificates
• CGHS/ECHS/ESIC cards
• Utility bills
• Educational certificates/marksheets
• Bank statements/passbooks
• Insurance policies

Aadhaar 2026 rules include certain conditions for new applicants and existing Aadhaar users: 

• Supporting documents must be valid during submission
• Supporting documents must be owned by the applicant
• Supporting documents must be verifiable
• The applicants’ name must be consistent across documents
• Issuing authority must not have invalidated documents

UIDAI clarifies which documents are valid for what updates

Passport: Valid Indian passports continue to be among the most important documents under the UIDAI rules 2026 for Aadhaar. Resident Indians and NRIs can use it as proof of identity, address proof, relationship proof, and date of birth proof.

Ration Card / e-Ration Card: As per the new Aadhaar rules, ration cards can be used as proof of identity, address proof, and relationship proof. However, UIDAI does not accept them as valid proof of date of birth.

Voter ID / e-Voter ID: Residents and non-resident Indians can use it for ID proof and address proof during Aadhaar updates. Voter ID is not valid for relationship proof or date of birth proof under UIDAI’s latest document list.

Driving Licence: A driving licence is accepted only as proof of identity. UIDAI’s latest supporting document list does not treat it as a valid proof for address, relationship, or date of birth.

Government-issued service ID cards: Photo ID cards issued by the Central Government, State Governments, Public Sector Undertakings (PSUs), and statutory or regulatory bodies are widely accepted under the Aadhaar card rules 2026. These documents can be used for identity proof, address proof, and in certain cases, date of birth proof as well.

Documents such as Pensioner Photo ID Cards, Freedom Fighter Photo ID Cards, and Pension Payment Orders (PPOs) are accepted for multiple Aadhaar update categories including identity proof, address proof, relationship proof, and date of birth proof. Kisan Photo Passbooks are accepted mainly as proof of identity and address proof.

Key Aadhaar rule changes 2026

Restricted limits: Aadhaar Card holders now get only once chance to modify the date of birth and gender. It is crucial to get these key details right.

Child’s Aadhaar enrolment: Head of Family-based enrolment is central to Aadhaar applications for young children. Kids under 5 years must submit biometric updates when they will turn 5 years old, and next at the age of 15.

Strict name validation: Strict document verification for name changes is in place now as a measure to prevent fraud and money laundering, given one’s Aadhaar Card is linked to PAN and bank accounts these days.

For OCI Cardholders: Aadhaar for OCI Cardholders and foreign nationals (from Nepal and Bhutan) is valid for 10 years. For other foreign nationals and Long-term Visa holders (LTV), it is valid as long as their visa to India or FRRO permit.

New Aadhaar design: By late 2026, redesigned physical Aadhaar Cards will be issued only with the photograph and a secure QR code. Your 12-digit number and residential address will not be printed on the front.
