The 8th Central Pay Commission (8th CPC) is expected to bring major changes to retirement benefits for Central Government employees and pensioners. The Commission has been asked to review pension, gratuity, NPS, UPS, and other retirement benefits. However, it has not yet submitted its final recommendations. Let’s take a closer look at the expected 8th Pay Commission retirement benefits and the key proposals currently under consideration.

Expected 8th Pay Commission Retirement Benefits 

The 8th Pay Commission has been asked to review the following retirement benefits: 

Pension Revision: Pension may be recalculated based on the revised pay structure, leading to a higher basic pension. Dearness Relief (DR) will be calculated on the revised pension after the fitment factor is finalized. 

Family Pension: The government is expected to revise the family pension and Dearness Relief (DR). It may also increase other linked benefits. However, the revised formula is still pending.

Death-cum-Retirement Gratuity (DCRG): The current gratuity ceiling is Rs 25 lakh. Employee organizations have proposed increasing it to Rs 75 lakh. They also want gratuity to be calculated as half a month’s Basic Pay + DA for every completed six months of qualifying service. 

Pension Commutation: The government currently restores the commuted pension after 15 years. Employee organizations have proposed reducing this period to 11 years or restoring it at 71 years of age, whichever is earlier.

Dearness Relief (DR): Pensioners will continue to receive DR. The government will calculate it on the revised basic pension after implementing the 8th Pay Commission.

Leave Encashment: Employee organizations have proposed increasing the leave encashment limit from 300 days to 450 days. If the government approves the proposal, retirees will receive a higher payout.

National Pension System (NPS): The Commission will review retirement corpus, pension benefits, government contribution, death benefits, and retirement protections for employees covered under NPS.

Unified Pension Scheme (UPS): The 8th Pay Commission will review UPS benefits. The government has confirmed there is no proposal to discontinue or replace the scheme. More than 1.18 lakh Central Government employees and eligible retirees have opted for UPS. 

Old Pension Scheme (OPS): Employee organizations have demanded the restoration of OPS. They also want a one-time option to choose between OPS, NPS, and UPS. However, the government has ruled out restoring OPS.

Age-Based Additional Pension: Pensioners currently receive an additional pension from the age of 80. Employee organizations have proposed increasing it in stages. Under the proposal, pensioners aged 90 years and above would receive up to 100% of the basic pension. 

Arrears: If the 8th Pay Commission is implemented retrospectively from January 1, 2026, eligible employees and pensioners may receive salary and pension arrears. The final decision will depend on the government’s notification. 

The 8th Pay Commission retirement benefits are expected to benefit over 1.19 crore people. This includes around 50.14 lakh Central Government employees and about 69 lakh pensioners, including retired civilian employees, defence personnel, and railway pensioners. The government will finalize the 8th Pay Commission retirement benefits after approving the Commission’s recommendations
