Uttar Pradesh government has launched a pilot project in Bulandshahr to facilitate the collection and purchase of cow urine at ₹10 per litre from farmers and livestock owners. The initiative involves a Farmer Producer Organisation (FPO), and the collected cow urine is expected to be used as a raw material for agricultural products. The broader objective is to encourage natural farming and provide an additional source of income for livestock owners. 

Where has the project started?

The pilot is being implemented in the Narsena area of Syana tehsil in Bulandshahr. An FPO associated with the initiative is coordinating the collection process. The project currently covers 15 villages, with cow-urine collection centres operating in the area. 

How much will farmers receive?

Farmers and livestock owners are being offered ₹10 per litre for collected cow urine. Reports have also mentioned the possibility of increasing the rate in the future, but ₹10 per litre is the rate currently reported for the pilot. 

How much cow urine is being collected?

The project is currently collecting approximately 500 litres of cow urine daily from the participating villages. 

At the current rate:

• 500 litres × ₹10 = ₹5,000 worth of procurement per day
• If the same volume continues for 30 days, procurement would amount to about ₹1.5 lakh per month.

Collection tanks installed in villages

To make collection easier, 200-litre-capacity tanks have reportedly been installed in the villages. Livestock owners can take the collected urine to local collection centres instead of transporting it long distances. This village-level infrastructure is intended to make participation easier, particularly for women.

Role of women

Women are involved in the cow-urine collection process. Reports say collectors receive a ₹2-per-litre commission. 

The model therefore has two intended economic components:

1. Farmers and livestock owners can receive payment for the cow urine they supply. 
2. Participating women can earn a commission from collection activities. 

What will the collected cow urine be used for?

The collected cow urine is expected to be used as a raw material for agricultural products. Reports from the area say cow urine is being used to develop organic fertilisers and agricultural pest-control products. 

The stated objective is to encourage natural farming and reduce dependence on chemical agricultural inputs. Uttar Pradesh has previously promoted the use of cow-based inputs in agricultural applications, including bio-fertilisers and bio-pesticide preparations. 

Is it a statewide scheme?

Not yet. The reported initiative is currently a pilot project in Bulandshahr, rather than a statewide cow-urine procurement programme. If the pilot succeeds, the model could eventually be expanded across Uttar Pradesh. However, any statewide rollout or change in the procurement rate would depend on a formal policy decision.
