First off, the city is at least 1 1/2 hr ride away from the airport even in best of time. Secondly the guide will take you to his favorite shops and park you there for almost the entire time.

The tour operator/guide will take you to the merchants who give him kickbacks. We sat in the bus for more than an hour each at from airport to the city and back and all that we were shown was the big bazar. Even a pathetic dinner is included. If you really really want to see Istanbul, get a cab/bus. Otherwise chill in the beautiful airlines lounge if you travel business.
