Hi Reva! Given the layover as long as 18 hours, you need to contact the airline and check whether your mother would have to spend the layover time airside or landside. Whether she requires a transit visa or not, it depends on that.

She has valid Canadian tourist visa, does she need transit visa for UK please?
She is not changing terminals either.

I am in similar situation, basically 1.5 hours layover and changing terminal from 3 to 5. were you able to find a definite answer to this?
