I am not sure if it will solve the issue. Who will decide if a person has able body? I witnessed once a perfectly good looking able body woman had liver problems and could not walk at Mumbai airport. Though she was insisting to walk, others requested a cart to take her to immigration. I would say either charge all or other passengers will suffer because some able body person would be arguing at ticket counter while others would be waiting
