Hi Uttam! All OCI cardholders, irrespective of categories, can travel to and from India. No restrictions.

Travelers from countries with which India has a travel-bubble arrangement are allowed to enter with India long-term visas or permits.
Does the US not have a travel-bubble arrangement with India?
